With 6075d4c221ad "Add a hook to run a custom child pipeline after the
source build" landed two years ago the proper name for the local
pre-build hook has changed, switch to it rather than relying on the
backward compatibility shim.

The automated commit may not just bump the version, but may update other
aspects of the base files, for instance:

1. applying changes to the customizations like adding new fields
2. downstream customizations changing the vendor metadata while the
   release codename remains the same
