Merge 0.133+deb10u1

initramfs-tools (0.133+deb10u1co1) apertis; urgency=medium

• Merge from Debian buster. Remaining Apertis changes:
  • debian/control: Drop explicit depends on core-utils.
  • debian/control: depends on cpio-gplv2 | cpio.
  • hook-functions: do not use ln -r, it's not available in GPLv2 coreutils.
  • debian/apertis/: Apertis GitLab CI metadata.
  • debian/control: drop shellcheck from build-deps.
  • debian/rules: drop shellcheck run in tests.
