initramfs-tools (0.133+deb10u1co1) apertis; urgency=medium

Merge from Debian buster. Remaining Apertis changes:
- debian/control: Drop explicit depends on core-utils.
- debian/control: depends on cpio-gplv2 | cpio.
- hook-functions: do not use ln -r, it's not available in GPLv2 coreutils.
- debian/apertis/: Apertis GitLab CI metadata.
- debian/control: drop shellcheck from build-deps.
- debian/rules: drop shellcheck run in tests.
