T8486: Remove the Apertis-specific delta
Remove the Apertis-specific delta:
- Drop deassuanise.patch which disabled GPLv3 dependency on libassuan
- Restore preference of gnupg2 over gnupg1
- Build Qt-based tools and libraries again
These changes could be safely reverted because gpgme no longer needs to be
in the target section.
