Enable testing on OSTree images

Frédéric Dalleau requested to merge wip/fredo/T4791 into master

It turns out that only boot-tpl.yaml group is enabled on OSTree images. Let's enable group-minimal-tpl.yaml for OSTree minimal images and group-common.tpl.yaml for OSTree target images.
