Remove the minnowboard-specific template

Revive parts of !85 (closed) to subsume common-minnowboard-boot-tpl.yaml in common-boot-tpl.yaml.

The LAVA-2145280 and LAVA-2145281 jobs have been submitted using the updated templates and they seem happy.
