README: Add GitLab-CI variables section

OSTREE_SIGNING_KEY variable can be used to sign static delta bundles using ed25519 keys.
Add sections to:

  • generate ed25519 keys
  • provide secret key to GitLab-CI
  • provide public key to Apertis
