Start organising the documents on the website. Move documents that are
concerned with Apertis policies (one way or another) into a "policies"
section and link to this from the main page.

The theme doesn't provide a mechanism to have links in the footer. Add one
and include the links to important information that we had on the wiki.

As the code of conduct is now in the footer. Add a download link in the
header.

Strip out all the trivially removable wiki categories, these aren't the
correct way to tag pages in a Hugo site and appear to be virtually
unused/bit rotten.

Remove links to wikipedia titled pages (that didn't actually exist in the
wiki) and point to wikipedia it's self.

Lightly update the general disclaimer noting that the site *was* a wiki
page rather than incorrectly stating it is.

So as to transition relatively seemlessly to the new site, we can use the
Hugo Alias functionality to put a number of HTML redirects in place to
translate between `/old-wiki/<original_link>` and the new page location.

We are hoping to combine this with URL rewriting on wiki.apertis.org to
redirect requests for pages formerly served there into the redirect
structure.

The "fragment" key is a key specific to the syna theme that we aren't
likely to be using. Remove it from the markdown.
