Since using transitive rebuild could lead to many rebuilds which don't add
much value, instead use direct rebuild to ensure packages in the direct
dependency chain are rebuild. Let the comment about transitive rebuilds
as it still applies and can be used with caution.

The effect is the same as removing rebuild="local", but
it removes doubt about default OBS behavior.

apertis-infrastructure repository to the apertis-dev-tools repository.
Update the documentation to reflect this.

After moving documents add aliases to avoid breaking external links. Also,
while doing that fix the formatting of aliases to be consistent across the
repo.

The amount of documents under guides have increased over time, making it
difficult to find information around different topics. To mitigate this
issue, split the section in subsections.
