frome: Add a dependency on python3-apt

python3-debian only recommends to to install python3-apt but does not depend on it.

Could you extend the commit msg to explain why this is needed. The changes themselves lgtm but I am wondering why python3-apt is needed (haven't looked at the failed logs) - iotw what is it trying to fix?
