Add debian packaging files

This commit adds the debian directory with the required files to create the deb package.

This should be 19.03 instead of UNRELEASED? Shouldnt the version also be 0.1903.0 instead? I think that is the new versioning scheme we are using.

The version of the package is 1.0 , won't that work? I was actually expecting to tag versions like that too and not per Apertis images releases.

Now in UNRELEASED , what if we want to include this also in 18.12 ?

Yes, better double check with @d4s/@fredo/@em about the version.

As for UNRELEASED, change to the lower denominator release this package should be in - e.g. make it 18.12 if the same package is to be shipped on 18.12 and 19.03.
