Remove obsolete tests from v2022dev3

The legacy software framework is being dropped from v2022dev3, as a result the tests for these services can also be dropped.

the above 2 are not applicable on the v2022dev3 images which have the agl-compositor

@martyn can you please remove the https://qa.apertis.org/v2022dev3/hmi-video-load.html and https://qa.apertis.org/v2022dev3/hmi-video-play-pause.html testcases since they are not applicable to v2022de3 onwards since we do not have video-applications
