[v2022 backport] Backport patch to restore the ability to set keyboard layouts

After an incredible amount of time spent incedentally learning how terrible Xorg keyboard configuration is...I was unable to blame it. Turns out, the use of system keyboard layouts has a default of false in xfsettingsd but true in the settings panel. Thus, when unset, the settings panel said you could configure keyboard layouts, even though the ability to do so was not enabled in xfsettingsd.
