Merge 2.8.1 4

udisks2 (2.8.1-4co1) apertis; urgency=medium

• Merge from Debian buster. Remaining Apertis changes:
  • debian/control: do not build-deps on libblockdev-part-dev.
  • debian/control: do not depends on libblockdev-part2, parted.
  • debian/control: recommends on parted.
  • 0001-Hack-disable-blockdev-part-usage.patch: libblockdev-part uses libparted which is GPLv3. Drop the usage of that functionality which practically disable the ability to format and create partitions.
  • debian/rules: call debhelper with autoreconf.
  • debian/apertis/: Apertis GitLab CI metadata.
