Sync with patches from https://github.com/renesas-rcar/u-boot version rcar-4.0.0. Enabled Apertis-specific configuration for target boards (tested with Renesas H3 board). Enabled the same configuration for the rest of Renesas boards (not tested). Added new package u-boot-rcar-gen3
