Enable packages for qemu at arm64 and armhf

Packages are built: amd64: Binaries for arm64 and armhf arm64: Binaries for arm64 armhf: Binaries for armhf

For integration with OPTEE the following changes are done:

Base addresses to load kernel and ramdisk image conflict with Optee setup. So these addresses are moved to a higher address range.
