debian/apertis/component: Set to development

2.12.3+dfsg-2+apertis3 is already released which has the disable test fix and component moved to sdk. Since the previous apertis release requires only the disable test fix, splitting the changes in two seperate commits. This will help to backport the disable test fix to previous releases with the same commit.
