Reenable testLibKetamaWeightedCompatLibmemcached test

Drop patch that disabled testLibKetamaWeightedCompatLibmemcached test. See !1 (merged)

OBS has now been fixed to match a reverse lookup on loopback address 127.0.0.1 to 'localhost'. See https://gitlab.collabora.com/obs/obs-build/-/merge_requests/23 @ritesh has ported this change to OBS workers as well.
