Based on https://build.collabora.com/package/live_build_log/home:apertis-gitlab:branches:apertis:v2025dev2:development:proposed-updates-daissi-routine-update/rustc/default/aarch64 the step is not skipped.

The problem here is that dh_setup_copyright is called by different stages, so a better approach should be to use DEB_BUILD_OPTIONS = nodwarf2sources

Hopefully !17 (closed) will do the trick. I will wait a few hours to check if the stage is skipped.
