We wish to use only the Apertis CI pipeline workflow to build source packages from Apertis GitLab and then submit them to OBS. For packages where Apertis is the upstream the simplest approach is to set them up as native packages to avoid having to generate orig tarballs and manage changes on top of them.` Signed-off-by:

This is similar to D6297 and D6298, but with the addition of AX_SPLIT_VERSION to generate the two version.h headers. Disable check-news: it is not compatible with autogenerating version numbers in this way, and Apertis doesn't normally enforce use of NEWS files. Signed-off-by:

If we're going to recommend Rhosydd as the exemplary package, we should make sure it continues to be exemplary. At compat level 10, the autoreconf and systemd addons are used by default, so we don't need to invoke them explicitly or depend on them. Similarly, we now do a parallel build by default. The following issue types were raised by hotdoc: * Invalid plural links: hotdoc does not know how to pluralize symbols such as `#RsdSubscription`. * Invalid inter-documentation links: hotdoc does not yet install symbol databases, links to other documentation symbols are only possible when the link target is documented by gtk-doc. * Invalid function links, for example when referring to a user-provided `main()` function.
