Fix changelog, drop fcode-utils build-dep and release qemu version 1:5.2+dfsg-6apertis3

Fix the changelog since the previous entry got amended instead of creating a new one, so we ended up with two commit "releasing" the same 5.2+dfsg-6apertis2 version, and then disable the fcode-utils build-dep with the other disabled openbios build-deps.
