debian/apertis/component: Set to development
dnspython which is in development added a new dependency python3-httpx in bookworm. httpx which is in development depends on python3-httpcore. httpcore in development depends on mitmproxy which in turn depends on python3-pyperclip. So move python-pyperclip to development.
