Push out some old unreleased commits

It seems that:

1. the apertis/* branches are out of date compared to OBS, which actually ship the 0.2019~dev0.2 version from the apertis/v2019dev0 branch everywhere
2. the 3a5dddbf and 093f1125 commits have never been released to OBS

Take also the chance to ship the debian/apertis/component file needed by the CI.
