Add debian/README.Debian explaining why optee-os needs several embedded libraries
optee-os was rejected from Debian because of the embedded libraries with the following request:
please explain in some debian/README* why all those embedded libraries are needed.
Especially mbedtls and libtomcrypt should not be embedded to make the life of the security teams a bit easier.This MR is an attempt to answer.
