Initial onnxruntime packaging

Some model files are distributed unclear licenses. I have excluded from the source package most of them (see Files-Excluded field in debian/copyright), we don't use them anyway. The remaining ones are used to test onnxruntime at build time but the license seems fine. All of these model files are anyway not provided in any binary packages.
