Fix missing b-d. Disable documentation

Currently, numpy fails to build in Apertis OBS:development because of missing b-d libjs-bootstrap needed by python-skimage-doc.

Let's get rid of the whole cluster of packages that get pulled in by trying to build numpy documentation.
