Build without libelf

Andrej Shadura requested to merge wip/andrewsh/build-without-libelf into apertis/v2020dev0

libelf comes under LGPL-3+/GPL-2+ dual license, of which we have to choose GPL-2 for target. However, we don’t want to contaminate mesa with the GPL, so we have to disable linking to libelf.
