Upgrade to libweston-10

  • libweston-9-dev is provided by weston version 9.0.0-2 in bullseye. In v2024dev2 we updated to weston 10.0.1-1 from bookworm, so update the build deps to use libweston-10-dev.
  • Upgrade to libweston-10 as it is bookworm default.
