Fix broken build: Re-enable numpydoc

Currently build is failing on OBS https://gitlab.apertis.org/pkg/matplotlib/-/jobs/867274#L8939

numpydoc was previously disabled (why?), which is causing the build failure at that point. Let's re-enable as we support and build the numpydoc package in Apertis.
