v2019: Fast forward v2019-updates to sync it with v2019-security

This is bending the rules slightly as 4.19.152-1 is not really in buster-proposed-updates but:

• apertis/v2019-updates currently has 4.19.118-2+deb10u1co1
• debian/buster-proposed-updates has 4.19.131-2
• debian/v2019-security has 4.19.152-1co1
• shipping an older version in updates than security is quite useless, since everyone should have security while updates is optional
• I assume the next version in buster-proposed-updates will take in account the version in security and be greater anyway
• merging 4.19.131-2 is thus useless and I'm proposing to fast forward v2019-updates to v2019-security rather than introducing a useless head
