Draft: Skip check-debs during folding and improve rules

During the folding the MR pipelines do not build artifacts, as this has little value and it can very time consuming. In this context the check-debs job will fail as there are no binaries to check.

Also improve the local pipeline rules, by allowing skip/run them.
