Fastforward v2025dev2 -> v2025dev3: Add CI test to check built kernels

There are a number of kernels that we expect to be built as part of the kernel build process and a number of configurations that we really don't need. Add a test to ensure that the kernels we desire are built and the kernels that we don't need aren't.
