Don't provide all cross packages with linux-libc-dev

The new v6.7 of linux-libc-dev added a lot of packages in its Provides field, which weren't listed with linux-libc-dev in v6.6. This change is conflicting with cross-toolchain-base in Apertis, which fails to build because those pkgs are listed in its Build-Conflicts.

As the contents of linux-libc-dev seems broadly the same and as we are adding a Sid kernel to an otherwise Bookworm based Debian distribution, adapt the kernel by reverting 4a94817ea8825c073c32882651c91322dda1695c from Debian.
