Backport v2024 <- v2025dev1: Release linux version 6.6.13-1+apertis1 and apply fixes

Backport kernel updates from v2025dev1 merged in to bump version to 6.6.13+apertis1.

On top of these updates, apply the fix for sysroot build error proposed in this MR. The fixes currently cannot be merged in v2025dev1 due to build errors generated after the new compiler flags
