Let the update-metadata force regeneration of control files

Calling the debian/control target relies on debian/control being deleted (otherwise it may claim it's already up to date). However it seems the current version of control generation expect a control file to already be there, so that's not helpful. Instead simply call the actual rule that generates control directly
