Correct extended control file regeneration message

We extended the message displayed when debian/rules debian/control is run to point to one possible failure mode being the kernel control files having not been regenerated after a version change. Unescaped quotation marks were added resulting in errors. Properly escape the quotation marks so that message is printed as intended.
