Re-add configuration for 64 bit Renesas platforms

This configuration allows the kernel to boot on R-Car generation 3 boards again, after the merge in commit b2fccd75 regressed on that front, losing the needed configuration entries.

WIP as I'm doing a local build to check the dtb actually ends in the expected location.
