Backport v2024 <- v2025dev3: Improve job lintian-errors-test to rely on obs-capture

'osc getbinaries' was used to retrieve binary packages from OBS because these packages were not available as artifacts in the ci-package-builder pipeline. This pipeline has now a job 'obs-capture 'retrieving these packages as artifacts in the main ci-package-builder pipeline. Thus we can drop the use of 'osc getbinaries' and re-use binary packages already captured.
