Merge updates from Debian Buster

Remaining changes:

• Dropped build dependency on the following packages
  • dh-runit: Not in the archive
  • libtext-csv-perl: Not in the archive
  • gpg: Creates issues due to the special gpg1 installed by default
  • dh-elpa: This package is very particular about the version string in use and fails to build in our environment where we append a build string to every package that is built on our build infrastructure
  • pkg-php-tools: Dropped package as it is not in our archive because it pulls in a huge list of dependencies along with it
• Disabled tests during build time because these tests presume that the above mentioned packages are installed (APERTIS-6031)
