Release librsvg version 2.44.10-2.1+deb10u3+apertis2

Vignesh Raman requested to merge wip/vignesh/bump-version into apertis/v2021-updates

We have 2.44.10-2.1+deb10u3bv2021preb3 version in apt repo which is greater than the current version 2.44.10-2.1+deb10u3apertis1. This results in mismatch error between source and binary in dashboard.

To fix this issue bump the version in changelog.
