Merge branch debian/bullseye into apertis/v2023pre

Package libidn was frozen in the latest no GPL 3 version for long time. However, since it was not longer needed in target it was move to development and now is time to update it to latest version available in Bullseye.

One special thing about this package is that an epoch was introduced, causing the standard workflow not to work, so the current merge was performed manually and dropping any downstream changes since there are no more concerns regarding licensing.

Finally in an attempt to minimize delta from Debian the epoch is dropped. This change will make not possible to automatically upgrade libdin packages from a previous version, however, since for Apertis this is not a strict requirement there should not be any issue.
