Disable python bindings on v2023
requested to merge wip/ritesh/disable-python-bindings.apertis/v2023-updates into apertis/v2023-updates
Because v2023 is Bullseye based while we've exceptionally pulled this version of libgpiod from Experimental post Bookworm release.
To avoid the larger set of Python dependencies, disable the Python bindings.
