Merge 2.20 7+deb10u1

libblockdev (2.20-7+deb10u1co1) apertis; urgency=medium

• Merged from Debian buster. Remaining Apertis changes:
  • debian/control: drop parted from build-deps depends and also it's related binary packages.
  • 0001-Allow-libblockdev-fs-plugin-build-without-lib-parted.patch: The only reason the fs plugin uses libparted is to support resizing on vfat partitions. Make parted optional for the fs plugin by only building support for that conditionally.
  • debian/rules: add configure option to build withour parted.
