debian/apertis/component: Set to development
libadwaita-1 was added to target since libmalcontent-ui had a run time dependency on libadwaita-1-0. flatpak depends on malcontent and is optional and not required in apertis. So malcontent was disabled in flatpak. So now the only packgae in apertis which depends on libadwaita-1 is sysprof which is in development. So move libadwaita-1 to development.
