Move package to sdk

Ritesh Raj Sarraf requested to merge wip/ritesh/move-to-target.apertis/v2022dev2 into apertis/v2022dev2

Haskell packages should usually be in sdk because that's where most Haskell packages are kept. So lets move it there. In case there's anything demanding it in development, we can revisit it.
