Backport v2024 <- v2025dev2: Update from debian/bookworm-security

This one is special, as if we land it might cause build failures in other packages which won't be caught as the full archive rebuild is already in progress.

From my perspective, the best approach here is

• Merge this changes into -security
• Wait until full archive rebuild is completed
• Tweak rebuild option of the rebuild repo to force the rebuild of packages after a change

We can discuss this in the channel
