Move ghc back to sdk

THere's not much value in having ghc in development. Our intention was to have pandoc in development, so as to cater to all, i.e. target, sdk, and development.

But having pandoc in development is quite a lot of baggage and add to the the number of architectures. So, lets switch back to what we had in previous releases.
