T8113: Update license information

Walter Lozano requested to merge proposed-updates/wlozano/license into apertis/v2022dev3

Since gcc-10 is a special case as its source code is provide in tarballs and it is GPL3 with some exceptions for runtime libraries this MR is not straightforward. It includes

  • Add pre-scan-hook Include pre-scan-hook to unpack source file before license scan
  • Add license whitelist
  • Refresh the automatically detected licensing information
