Re-enable GPG-related command-line options

We used to remove all GPG-related command-line options for builds without GPG support. However, this lead to issues with other applications such as flatdeb.

In order to avoid having to patch flatdeb (and potentially other applications), this commit modifies our patches to simply display a warning when GPG support is disabled, rather than fully removing command-line options.
