update debian buster base branch

Ritesh Raj Sarraf requested to merge wip/ritesh/update-debian-buster-base-branch into debian/buster

The merges to this MR were not successful with just --ff-only. So I had to manually resolve the conflicts, which were minor ones mostly about patch offsets.

This MR will update the debian/buster branch to version: 68.7.0esr-1~deb10u1
